The Demise of the 28-Clause Peace Proposal for Ukraine: How Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the announcement of a new 28-point plan for ending the war appeared – temporarily – to have been contained. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of contrasting events captured the harsh reality of the recent timeframe. By day, political struggles are conducted: optimistic declarations are delivered from different nations. Considerable effort is devoted on containing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, war remains the primary tool for achieving "peace".

After-Dark Attacks

As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor rocket firings from Russian territory, a ability provided through current data. From witness perspectives, defense planes that had been deployed to engage hostile guided weapons roared overhead – sophisticated military planes provided to Ukraine by European allies.

Moments later, Kyiv's anti-aircraft weapons activated: several firings targeted at a hostile projectile. This was a modern interception technology at work, most likely supplied through allied countries. Every firing creates sudden vibrations, shaking the windows. The instant of fear quickly becomes sober acceptance: maybe the approaching threat won't cause damage this time, preventing destruction from catastrophe and further power outages.

Persistent Threats

Following this, a heavy machine gun opened up on a aerial vehicle close by, part of a mobile-fire group – probably allied-provided weaponry. Sadly, the projectiles didn't strike the opposing UAV – it continued its flight toward its objective.

Periodically, this carried on until dawn. Kyiv greeted the daybreak reports: multiple fatalities, destruction and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still continued their routines – experiencing conflict. But those entire period illustrated Ukraine's critical military reliance on Western support – a reliance that European nations are demonstrably unable to substitute in the immediate future.

Unsuccessful Negotiations

The 28-point plan from US administration generated strong feelings, discussion and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.

Every new proposal from American administration adheres to the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually secure success. This trend will, undoubtedly, persist.

Political Considerations

It is easy to blame particular leaders of persistently promoting Russian terms. But that does not seem to be the whole story. American leadership operates on a premise well known to seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The American government presumes that it is unfeasible to force Russia to surrender the land that it already controls in Ukraine's occupied territories.

The problem is that while recognising this factual reality, US leadership does minimal to discourage Russia, through diplomacy or military means, from believing that the situation will not shift further in its advantage in the near future.

Conflicting Perspectives

Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its partners are coming close to fatigue. Their incentive to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leadership remains supremely confident in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing lives and land but averting a complete military breakdown until circumstances change in its benefit.

Existing Situation

Objectively, there are no real preconditions for a armistice. Now, individual motivations are becoming relevant: personal goals to mediate resolution and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unsuitable, so that their attention does not shift toward internal issues. And although their mission will now be significantly challenging after recent developments, it remains highly unlikely that this will change their overall approach.

These conflicting dynamics are influencing discussions.

Conclusion and Outlook

It took a just a single week to kill the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, current information leaks, all did their job.

While new initiatives based on old ideas are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and show specific hesitation to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, largely rely on sustained allied backing.
